TRANSNATIONAL COOPERATION

The Greek DPASPIDDA had proceeded to a transnational agreement with the following partnerships:

‘TrattaNo modelli innovativi di informazione strategica nel contesto della tratta (No trafficking – Innovative models of strategic information in the field of trafficking), ITALY

‘Atvertu darba tirgu sievietem’  (Open labor market for women), LATVIA

‘Samverkan mot trafficking’ (Collaboration against trafficking), SWEDEN

The transnational project "Networking against human trafficking" aims to:

ü  to raise awareness on trafficking among different target groups (policy makers; social workers; media; citizens) and on the conditions that nurture exploitation of human beings who fall prey to trafficking

ü  to advocate for change of attitudes and of policies, thus favouring the preventing, contrasting of the phenomenon and the implementation of services / intervention for the rehabilitation of the victims

ü  to exchange experiences and knowledge on both government and grassroots level

ü  to networking and carrying out mainstreaming activities at national and transnational level

ü  to exchange, disseminate and transfer policies, tools and practices among transnational partners

ü  to cooperate for an effective and efficient management, monitoring and evaluation of the TCA

These objectives are complementary and give added value to the work carried out at national level by each DP. Common interests and approaches arise from both: the different national conditions represented in these partnerships; and the willingness in all partnerships in experimenting with practices aimed at changing a status quo.

Greece, as a relevant destination country, but also as transition country for the trafficking victims is also trying to combat the phenomenon and the last five years enriches its relative legislation and the support needed.

Italy, as relevant destination country, but also as a country that since 1998 is enforcing an innovative legislation for the prevention, contrasting and intervention policies. The Italian DP aims therefore at working on the communication and information models so to raise awareness and the full enforcement of the present policies. And yet to put at disposal of the transnational partnership these competences and experiences.

Latvia, as the country of origin, transit and destination of trafficking is trying to detect and implement effective strategies and tools of information and awareness rising to prevent trafficking in human beings, to implement practices of rehabilitation and reintegration of victims of trafficking into the society and labour marker.

Sweden intends to tackle the insufficient collaboration and coordination between authorities, non governmental organisations (NGOs) and churches/parishes at a national and transnational level, concerning the provision of dignified support and rehabilitation to the victims of trafficking during their stay in the receiving country (Sweden) and during the return to their home country. And in those cases where returning to the country of origin is not possible and the victim therefore either stays in Sweden or moves to a third country. The Swedish DP also intends to increase the awareness of the phenomenon and its effects, which is done through museum exhibitions, debate forums, trainings, awareness campaigns, organisational revision of policy, etc..

Transnational activities

1.    Exhibition: This activity, based on the work that the Swedish DP (Museum of World Culture) is carrying out at national level, will be focused on the preparation of a multimedia travelling exhibition on the theme trafficking of human beings.

2.    Real Life Stories: This activity will be focused on the gathering and dissemination of real life stories of people involved, at various levels, in the fight against the trafficking of human beings (social workers, doctors, decision makers, victims…). The edition of a booklet with selected stories will follow.

3.    Mainstreaming in Brussels: This activity will be focused on the preparation and realization of a mainstreaming and networking event in Brussels where the theme of the trafficking of human beings will be tackled and brought to the attention of various target groups (institutional, social, economic, cultural..).

4.    Study visits: The study visits are targeted to either stakeholders and/or staff persons of the sending DPs. They are well prepared, from the sending and hosting DPs, and they are aimed at getting to know the local contexts, legal frameworks and practices.

5.    Exchange of models, tools, practices: This activity aims at exchanging information and at transferring models, tools, practices developed at each national level against trafficking, such as the following: Models: national legislative framework; intervention measures; inter-institutional cooperation agreements/plans. Key staff of each involved DP will gather, analyze and transfer good practices identified to local and European Levels. A Guide of Best Practices will be developed.
